In a letter written to the Orange County School Board, General Council Ronald Wenart explained the implications of the California Healthy Youth Act. The letter explained in detail the lack of rights available to parents desiring to opt their children out of the county's sex education curricula. Following the letter, a statement was released by the Orange County School Board. The statement explained that parents can no longer opt their child out of discussions on gender identity, gender expression and sexual orientation.
According to the Orange County Board of Education, parents "do not have a constitutional right to excuse their child from portions of the school curriculum that they find objectionable."
